Legal Summary
1. Effectus suspensivus, si et quatenus debeatur, viget antequam in Congressu decernatur «utrum recursus admittendus sit ad disceptationem, an reiciendus quia manifeste ipse caret fundamento» (art. 116 Normarum Specialium): ad rem sufficit ipsa recursus propositio legitime facta (artt. 104-107 Normarum Specialium).1. The suspensive effect, if and insofar as it is provided for, is in force before it is decided in the Congress «whether the recourse is to be admitted to discussion, or to be rejected because it manifestly lacks foundation» (art. 116 of the Normae Speciales): for this purpose the very lodging of the recourse, lawfully made, is sufficient (artt. 104-107 of the Normae Speciales).
